Environmental Permitting

Moore Bass Consulting, Inc. environmental capabilities encompass a full range of services from wetland delineation to protected species inventories. Our staff of scientists conduct wetland/waterway delineation in accordance with the U.S. Army Corps of Engineers 1987 Manual of Wetland Delineation. Wetland boundaries are field-located using Global Positioning System (GPS) for integration with surveyed and site plan information for a comprehensive project evaluation for the client. Moore Bass’s reputation with the regulatory personnel makes the permitting process go more smoothly.

Wetland Delineation

Moore Bass Consulting provides a full range of wetland and wetland related services. Our scientists conduct wetland delineations in accordance with the U.S. Army Corps of Engineers (ACOE) 1987 Wetland Delineation Manual. Although we have vast experience in permitting and mitigation, Moore Bass can assist in the early design phases to determine if wetland or stream impacts can be avoided and/or minimized without jeopardizing project goals.

Permitting

Moore Bass staff is also experienced in environmental permitting. Our staff has knowledge and expertise with the following: ACOE/EPA Section 404 Clean Water Act and Section 401 Clean Water Act (Water Quality) permitting, Florida Environmental Resource Permits (ERP), EPA National Pollution Discharge and Elimination System (NPDES) permitting, Georgia EPD Stream Buffer Variance, and various other local and state agency permitting requirements. Our scientists can also assist with protected species permitting as required by federal and state wildlife agencies.

Mitigation

After impact avoidance and minimization efforts have been full employed, mitigation for impacts may be required. The key to success for any project involving impacts to ACOE/State jurisdictional areas is compensatory mitigation. Moore Bass staff has extensive knowledge in mitigation planning, mitigation design, construction management, and mitigation monitoring for both streams and wetlands. We will analyze and propose several mitigation options to best fit the project’s needs and purposes. Whether your project requires purchase of credits or a custom plan, Moore Bass can handle your mitigation needs.

Environmental Assessments

Moore Bass can conduct assessments of properties to identify environmental liabilities and determine if past or adjacent land uses have resulted in environmental compromise. Whether the goal is to purchase, refinance, redevelop, sell, or improve the value of commercial/industrial real estate, we conduct our environmental site assessments with a focus on proposed land use so that problems are not only discovered, but appropriate methods of cleanup can be identified and evaluated.

Site Investigations

Following information gathering developed during preliminary phases of a project, site investigations and assessments may be recommended, if appropriate. We specialize in:

  • Soil, Waste and Water Sampling
  • Groundwater Modeling
  • Site Characterization
  • Site Remediation
  • Regulatory Negotiations
  • Human and Ecological Risk Assessment
  • Cleanup Verification
  • Cost Allocation

Wetland Deliniation, Permitting and Mitigation Experience

Moore Bass has both local and regional experience in wetland identification, delineation, environmental permitting and classification, as well as wetland functional assessment. Fully qualified and certified in the use of the ACOE’s 1987 Wetland Delineation Manual, the FHWA’s Wetland Evaluation Technique (WET II) and the USFWS’s Habitat Evaluation Procedures (HEP), Moore Bass is ready to assist our clients with all wetland related issues. Our relationship with the ACOE and local regulators is exemplary and pays off in timesaving for our clients. Moore Bass also has proven experience in wetland mitigation design and monitoring.

Although Moore Bass is experienced in permitting and mitigation, our first choice is to determine if wetland impacts are necessary and if there is a way to avoid and/or minimize impacts to wetlands. This planning stage is basically an alternative analysis. By examining the alternatives to impacting wetlands, we can assist our clients in determining the most economically feasible alternative. This stage may also decrease time and costs involved in wetland permitting and mitigation efforts.

Moore Bass staff is also experienced in the necessary permit applications involved with wetland impacts such as: ACOE/EPA Section 404 Clean Water (CWA) and Section 401 CWA (State Water Quality) permitting, EPA National Pollutant Discharge and Elimination Systems (NPDES) permitting, EPD Stream Buffer Variance, and various other local and state agency permitting requirements.
